a35 brakes...not stopping

hi all iv a a35 van..iv been out to day and the brakes are not stoping to well..it has been converted to a40.or sprite..lager drums with a servo..on driving it ..come to a stop the brake pedal..nearly rests on the bulkhead,and takes time to slow down..but taking your foot off and repessing it you have a job not hitting the wind screen,it stops dead..i taken the top off the master cylinder..plenty of fluid..and doing a 70-80 miles run..the fluid is the same.could their be air in the system..it was tested..mot..4 weeks ago..and it pasted..all parts brakes drums,cylinders was brand new last year..has any one got any ideas..please
